The Routt County Sheriff's Office arrested a man for allegedly possessing 7 grams of methamphetamine on Saturday, according to an arrest affidavit.
Ryan Browning, 43, was stopped by Deputy Aaron Clock around 8:25 p.m. in the area of Hawthorne Street and U.S. Highway 40 in Hayden due to a "defective license plate light," says the affidavit.
According to the arrest document, Browning made "furtive type movements in the vehicle" when Clock approached.
Clock informed Browning of the defective license plate bulb, which Browing said he was "not aware of," the affidavit says.
When asked to provide a license and registration, Browning said he did not have a license on him but "thought it was valid," and also did not have proper registration, stating that it was "his dad's vehicle," according to the document.
Clock asked Browning if there was "anything illegal in the vehicle, such as weapons or illegal narcotics," and Browning said no, states the affidavit.
Browning refused to permit Clock to search the vehicle, stating that "it wasn't his vehicle" and "he wasn't sure what was in it," according to the affidavit.
Clock then had Browning get out of his vehicle because he "had concerns for (his) safety after asking him about weapons and illegal substances," says the document.
After Browning's driver-license status was shown to be "revoked with two prior revocations," Clock again asked Browning to provide proof of insurance.
At that time, Deputy Spencer Sisto "observed a meth pipe on the driver's side floorboard between the seat and the driver's side door," says the affidavit.
The affidavit does not specify when Sisto arrived on the scene.
Clock also "observed a second piece of broken meth pipe in the glovebox," as Browning searched for proof of insurance.
The document states that Browning was asked to exit the car again so the deputies could further search the vehicle.
A K-9 referred to as Winston also "gave a positive alert on the passenger side of the vehicle," says the affidavit.
Deputies found 7 grams of meth in a glass jar, which was found in a brown leather bag, states the arrest document, as well as a third meth pipe with "drug residue on the inside of it."
Browning was then arrested and detained at the Routt County Jail on a $1,000 bond.
According to arrest documents, Browning is charged with failure to present evidence of insurance, driving a motor vehicle while license is revoked, possession of drug paraphernalia and unlawful possession of a controlled substance.
Browning bonded out of jail on Sunday, according to the Routt County Combined Court Clerk's Office.
Browning's next court date is scheduled for 2 p.m. Dec. 31.
